Robert P. Valentine called the meeting to order at 4:06 p.m.
 
IN A MOTION made by H. John Krukar, seconded by Thomas A. Breakell, it was VOTED to approve the minutes of the June 15, 2010 Regular Meeting.  Vote unanimous.
 
MATTERS ARISING out of the minutes:
 
Tom Breakell left a message for Tony Mongitore of R & M Insulation, to let him know his company has been awarded the insulation project at the Goshen Volunteer Fire Company.
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar, it was VOTED to approve the warrant including the payroll of June 24, 2010 in the amount of $$65,256.10.  Vote unanimous.
 
Bob Valentine noted this warrant includes the payment of $33,150 to CT Sealcoat for the crack sealing of the Town roads.
 
PUBLIC COMMENT:  Allan Walker noted some incurred road damage on Allyn Road due to some recent rain.  Bob Valentine will inform the Public Works Supervisor.
 
FIRST SELECTMAN’S REPORT:   
 
Bob Valentine noted the preparation work for micro–surfacing on East Street North has been completed.
 
Bob Valentine noted the West Hyerdale bid package has been finalized.  Three companies have purchased a set of plans and specifications.  The bid opening will be at the Board of Selectmen’s meeting on July 6, 2010.
 
Bob Valentine noted the lighting project for the Public Works Complex and the Firehouse has begun.  The tentative completion is expected to be by the end of this week.
 
The Arts and Crafts building at Camp Cochipianee has been repaired.  It is ready for the opening day of summer camp.
 
 
The Woodridge Lake Sewer District has donated their Hesston tractor to the Town of Goshen.  Bob Valentine noted the Public Works Department currently has the same model tractor.  The public works tractor does have some minor mechanical problems and the plan is to repair it or replace it with the donated tractor to minimize cost to the Town.

CORRESPONDENCE: The Board of Selectmen received a letter from a resident thanking them for implementing the removal of a rotten tree on Shear Shop Road and complimenting the company for doing a great job.
 
OLD BUSINESS:  None
 
IN A MOTION made by Robert P. Valentine, seconded by H. John Krukar it was VOTED to add to the agenda under New Business (a) Review of the Personnel Policy relevant to the Public Works Employees.  Vote unanimous.
 
NEW BUSINESS:
 
Personnel Policy
 
The Board of Selectmen reviewed the proposed changes for the personnel policy.   
 
IN A MOTION  made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to approve the recommended  changes for the personnel policy.   Vote unanimous.
 
ANY OTHER BUSINESS:
 
Bob Valentine and John Krukar attended the kick-off meeting of the Central Connecticut Solid Waste Authority.  Presently, there are fourteen towns that have joined the authority.  The opinion was expressed that some towns are waiting to join after the by-laws are established and others are waiting to see what the estimated fees will be.  No northwest Connecticut town has joined yet, including Goshen.
 
IN A MOTION made by Thomas A. Breakell, seconded by H. John Krukar, it was VOTED to adjourn the meeting.  Vote unanimous.  The meeting adjourned at 4:50 p.m.
