MINUTES – REGULAR MEETING
WEDNESDAY, APRIL 1, 2009
CALL TO ORDER: Chairman John Ross called the meeting to order at 7:30 P.M.
ATTENDANCE: John Ross, Joan Lang, Audra Allen, Chris Marino, Anders Nygren and Barnett Laschever, excused absence, Barry Donaldson. Also Present, Timothy Abbott and Mark Brown.
The regular order of business was deferred so that the Boar d could meet with Timothy Abbott and his colleague Mark Brown from the Litchfield Hills Greenprint Program.
Timothy Abbott and ark Brown were asked by the Conservation Commission to be present at this meeting to give their guidance and input relative to the identification of land base and how to set priori ties relative to land in Goshen that could be considered prime land parcels that have a potential for land conservation and preservation. Two updated maps prepared by mark Brown were presented to the Commission for review. One map of the Town focused on three resources in the town that are being tracked across the entire Litchfield County. They are prime agricultural fields, large forested areas and areas significant for quality drinking water or a potential for drinking water. The second map also of Goshen looks at every parcel of 50 acres or more that have significant amounts of any of the above
mentioned resources. The second map also has the Town’s parcels layered. It was noted that the agricultural fields were identified by aerial photos. Designated by dark green are the permanently protected lands that are covered under conservation easements, conservation ownership by a Land Trust or the State protected lands. Both maps were reviewed and explained in detail. In looking at land preservation it was noted that each town must focus on the resource or resources that should be a top priority for the Town not only now, but also a hundred years from now.
Discussed was the size of the possible change in the size of the maps, as well as the digitizing of the maps, identification of parcel maps, etc. and what the intended use of each map would be. The two maps provided by Timothy Abbott and Mark Brown were given to the Conservation Commission. Timothy Abbott offered to further update the maps if the Conservation Commission found any areas of the maps that needed to be refined or any additions or corrections required. Mr. Abbott and Mr. Brown left the meeting at 8:45 P.M.
APPROVAL OF MINUTES: A MOTION WAS MADE BY Audra Allen seconded by Anders Nygren to approve the minute of the March 4, 2009 CC Meeting. No discussion, SO VOTED.
OLD BUSINESS: Trail Maintenance – The date of Saturday, May 9th, 9:30 A.M. was confirmed for the spring trail maintenance of the North Goshen Water Co. Trail.

Reviewed was a map of the now Town owner 48 acre parcel of land located in North Goshen. No decision has been made at this time relative to the use of the land. The Regional Planning Collaborative with the use of a $43,000.00 Grant is reviewing the potential use of Town owned land under the Economic Growth Program.
Scenic Areas & Trail Brochure – Barnett Laschever showed the Commission Members pictures being considered for use in the brochure and he would be working with John Ross on the final layout of the brochure.
There was no other business to come before said meeting. A MOTION TO ADJOURN WAS MADE BY Audra Allen seconded by Chris Marion. The meeting adjourned at 8:55 P.M.
