Annual Town Meeting and Special Town Meeting
November 20, 2006

First Selectman Robert P. Valentine called the meeting to order at 8:01 P.M. in the Town Hall conference room.

Robert P. Valentine opened the floor for nominations of a moderator. Joan Lang nominated John Morris. N. Terry Hall seconded. Passed unanimously.

John M. Morris, moderator, asked the Barbara L. Breor, the clerk, to read the call to the meeting.

ITEM #1 Acceptance of the Annual Report for Fiscal Year Ending June 30, 2006.

Joan Lang moved to accept the Annual Town Report, seconded by Catharine Corwin. Passed Unanimously.

ITEM #2 Acceptance of the Towns Auditor’s Report for Fiscal Year Ending June 30, 2006.

Hugh Allen moved to accept the Towns Auditor’s Report, seconded by Carol Aldrich. Allan Walker, Chairman of the Board of Finance spoke about the auditors report, and how they found nothing to complain about for a second year in a row. He also went on to state that they noted that the Town of Goshen is a role model for other towns He stated that he would like to thank all those who are responsible Debbie Franklin, Kate Breakell, and Rhonda Gelormino. He added that the First Selectman watches the finances like a hawk. He reported that the Town did receive $283,000 over projected revenue, a lot of it coming from the Town Clerk’s office. The Tax Collector is doing an outstanding job in the collections. James Bernard, Town Treasurer, is doing a great job parking the Town’s money where it will make the most. The $221,000 everyone gets credit for. All the departments and boards submit budgets to the best of their abilities and do not always spend all of it. The result is a $504,000 increase in the surplus, which is 18% over the annual budget. He concluded with praising the members of the Board of Finance and their diligence in attending meetings. Robert Valentine wanted to add briefly that the three individuals on the back of the annual put in many years and lot of their time, making Goshen what it is today. Passed Unanimously.

#3 An Amendment of Title 1 Section 7 Town Meetings Legal Posting Ordinance

Joan Lang moved to accept the proposed amendment. Alan Walker seconded. Robert Valentine stated that the Board of Selectmen is proposing to have the Town Meetings legal posting locations be the Goshen Town Hall and the Village Market. They would like to remove the Hall Meadow Cemetery, on Route 272, and the Woodridge Lake Clubhouse. It is getting more difficult to post at Woodridge Lake because of the security that they are implementing. He concluded with stating that as of January 1 the Town’s website should be up and operational and the legal notices will also be placed there. Passed unanimously.

ITEM #4 Elect two members of the Inland Wetlands and Watercourses for a term ending 2009

Catharine Corwin nominated Thomas Stansfield seconded by Nanci Howard.

Gregory Mitchell nominated Allen Kinsella. Catharine Corwin seconded.

Dale Ives moved that nominations be closed and the secretary cast one ballot for each, seconded by Joan Lang. Passed unanimously.

ITEM #5 Elect Two Members of the Recreation Commission for a term ending 2009

Carol Aldrich nominated Laurie Mosley and Francis Goodhouse seconded by Nanci Howard.

Joan Lang moved that nominations be closed and the secretary cast one ballot for each, seconded by Catharine Corwin. Passed unanimously.

ITEM #6 Elect One Member of the Board of Education to fill a vacancy for a term to end June 30, 2008

Robert Valentine nominated Hugh Allen. N. Terry Hall seconded.

Ronald Nodine moved that nominations be closed and the secretary cast one ballot. Joan Lang seconded. Passed unanimously.

ITEM #7 Amendment of Title 58, Ordinance Regarding Tax Collection Procedures

N. Terry Hall moved to adopt the amendment. Rhonda Gelormino seconded. Robert Valentine stated that the amendment is for when you pay delinquent motor vehicle taxes, the payment needs to be in cash or a certified check. There have been instances were checks have been written with insufficient funds. Carol Aldrich, Tax Collector, stated that this applies only when they need a Motor Vehicle clearance.

Robert Valentine moved to close the meeting at 8:22 P.M., seconded by Rhonda Gelormino. Passed unanimously.
