Special Town Meeting

First Selectmen Robert P. Valentine called the meeting to order at 8:01 p.m.
Robert P. Valentine opened the nominations for moderator. Robert Goldberg nominated John Breakell for moderator, seconded Allan Walker. Robert Valentine closed nominations and asked the clerk to cast one ballot for John Breakell.
Moderator John Breakell asked Barbara Breor to read the call of the meeting.
#1 To elect one member of the Board of Education to fill a vacancy for a term to end June 30, 2008.
John Breakell asked for nominations. None being heard Robert Valentine stated that he was unaware of any candidates. Mr. Valentine went on to state that by statute you have to act within thirty days.
Robert Goldberg made a motion to postpone the election until such time as a candidate(s) is found and have another town meeting called to fill the vacancy. Seconded by John Krukar. Passed unanimously.
#2 Repeal of the Fee Ordinance for Goshen Planning and Zoning Commission adopted May 27, 1998 and adopt a Fee Ordinance for Goshen Planning and Zoning Commission, Inland Wetlands Commission and Zoning Board of Appeals.
Robert Valentine stated that the new ordinance is a more inclusive fee schedule. Currently the Land Use application does not cover the cost of the legal ads that have to be published. He further went on to state that the State of Connecticut has instituted a $30 fee, $28 of which goes to the State and $2 remaining in Town.
Tom Stansfield made a motion to rescind the Fee Ordinance for Goshen Planning and Zoning Commission adopted May 27, 1998 and adopt the new Fee Ordinance for Goshen Planning and Zoning Commission, Inland Wetlands Commission and Zoning Board of Appeals. Seconded by Robert Goldberg. Passed Unanimously.
Robert Goldberg asked that if he moved his office to Goshen and wanted to hang a sign that this would cost him $45? It was clarified that it would cost him $250 for the Special Permit and $45 to hang the sign.
Martin Connor stated that it was averaging around $60 sometimes more for the legal notices. He went on to state that you have to publish two notices prior to the public hearing and then a notice of decision after the public hearing. He further stated that the applicant should be the one to pick up the costs not the taxpayers.
Robert Valentine stated that the Land Use application should not be a revenue generator.
Rhonda Gelormino made a motion to adjourn at 8:13 p.m. seconded by Katherine Breakell.
