Annual Town Meeting and Special Town Meeting
November 16, 2009
First Selectman Robert P. Valentine called the meeting to order at 8:00 P.M. in the Goshen Center School Cafeteria.
Robert P. Valentine opened the floor for nominations of a moderator. Allan D. Walker, Sr. nominated Robert M. Goldberg. Patricia N. Goldberg seconded. Edward Lee Bixler moved that nominations be closed and the secretary cast one ballot. H. John Krukar seconded. Passed unanimously.
Robert M. Goldberg, moderator, asked Barbara L. Breor, the clerk, to read the call to the meeting.
ITEM #1 Acceptance of the Annual Report for Fiscal Year Ending June 30, 2009.
Robert P. Valentine moved to accept the Annual Town Report, seconded by Edward Lee Bixler.
Passed Unanimously.
ITEM #2 Acceptance of the Town Auditor’s Report for Fiscal Year Ending June 30, 2009.
Allan D. Walker, Sr. moved to accept the Town Auditor’s Report, seconded by Nanci Howard. Allan D Walker, Sr. stated that this is for fiscal year 2008-2009. He went on to commend all boards, commissions, department heads and employees for doing a stellar job. The Board of Selectmen was congratulated for all their efforts.
Passed Unanimously.
#3 Adopt a Resolution for Town Aid Road with the State of Connecticut, Dept. of Transportation
Carol Edith Aldrich moved to accept the Resolution. Gregory S. Mitchell seconded. Robert P. Valentine stated this has to do with TAR (Town Aid Roads Grant).
Passed unanimously.
ITEM #4 Elect two members of the Inland Wetlands and Watercourses for a term ending 2012.
Thomas R. Stansfield nominated Allen S. Kinsella and seconded Nanci Howard. Robert P. Valentine nominated Thomas R. Stansfield. Edward Lee Bixler seconded. Carol Edith Aldrich made a motion that nominations be closed. Johanna B. Kimball seconded. Passed unanimously.
ITEM #5 Elect Two Members of the Recreation Commission for a term ending 2012.
Catharine M. Corwin nominated Janice C. Connor and seconded by Rhonda Gelormino. Carol Edith Aldrich nominated Laurie B. Mosley and seconded by Nanci Howard. Darlene A. Krukar moved that nominations be closed. Seconded by Edward Lee Bixler. Passed unanimously.
ITEM #6 Conveyance for no consideration to the Goshen Land Trust a parcel of land on the North Side of Sharon Turnpike (Peat Swamp) and the authorization of the First Selectman to execute said deed.
On advice of counsel, no action was taken at this time. Robert P. Valentine made a motion to table the issue. Seconded by Elaine Frost.
Passed unanimously.
ITEM #7 Elect one member to the Board of Education to fill a vacancy to end June 30, 2011.
Patricia A. Sanders nominated Christopher C. Sanders and Steven M. Romano nominated Mary E. Romano. Seconded by Nanci Howard. Thomas R.Stansfield moved that nominations be closed and a paper ballot be taken. Seconded by Carol Edith Aldrich.
Robert M. Goldberg appointed Cynthia A. Barrett, Patricia N. Goldberg & Edward Lee Bixler as Tellers. Christopher C. Sanders and Mary E. Romano each spoke of their qualifications. Ballots were cast and calculated by the Tellers. Results: Christopher C. Sanders – 18
Mary E. Romano – 12
Carol Edith Aldrich made a motion to adjourn the meeting at 8:30 P.M., seconded by Rhonda L. Gelormino.
Passed unanimously.
