TITLE 13
RECREATION COMMISSION
Sec. 13-1. Creation. A Recreation Commission is hereby created and established for the Town of Goshen. (4-13-1971)
Sec. 13-2. Number Of Members. The Recreation Commission of the Town of Goshen shall consist of six members, each of whom shall be an elector of the said Town and none of whom shall hold any salaried municipal office. (4-13-1971)
Sec. 13-3. Organization. The membership of the said Commission shall be appointed by the Board of Selectmen within thirty days of the effective date of this ordinance. The Board of Selectmen shall appoint two members to serve until the Annual Town Meeting of 1971; two members to serve until the Annual Town Meeting of 1972; and two members to serve until the annual meeting of 1973. Sec. 13-4. Election. Commencing at the 1971 Annual Town Meeting and at each Annual Town Meeting thereafter, there will be elected two members of said Commission to serve for a term of three years or until their successors shall be elected and qualify. No more than four members of the Commission shall be members of the same political party.
Sec. 13-5. Vacancies. Any vacancy that may occur on said Commission shall be filled by the Board of Selectmen until the next Annual Town Meeting. (4-13-1971)
Sec. 13-6. Officers. The Commission shall annually choose a chairman from its membership and may choose such other officers as it deems necessary. Said Commissioners shall serve without compensation except for the reimbursement of actual expenses incurred in the performance of official duties. (4-13-1971)
Sec. 13-7. Authority. Said Commission shall have management and control of all property designated by the Town of Goshen for recreational purposes, and shall be responsible for the care and custody of such property. It may designate names for all properties under its supervision. Said Commission shall supervise all recreational facilities made available to the Town of Goshen. It shall recommend to the Town the adoption of all ordinances relative to the use, adornment, or improvement of such properties, and for the preservation of order, safety, and decency therein, and may make rules and regulations governing the use thereof not inconsistent with such ordinances, and may fix penalties for disobedience thereto. Said Commission shall publish and make available to the public copies of the ordinance, rules, and
regulations relative to public use. (4-13-1971)
Sec. 13-8. Fees. The Commission may establish rental fees and other charges for use of the properties under its supervision and the monies so received shall be deposited weekly with the Town Treasurer, shall be used exclusively for park and recreation purposes, and shall be subject to annual audit by the Town’s auditors. Sec. 13-9. Effective Date. This ordinance shall become effective thirty days after the publication thereof in a newspaper having circulation in the Town of Goshen. (4-13-1971)

RECREATION COMMISSION ORDINANCE amendment
Section 7 of the ordinance dated April 13, 1971 creating a Recreation Commission for the Town is amended by adding thereto the following sentence:
“Said Commission shall, within the limits of available appropriations, establish and conduct recreation programs for the Town, and may contract for services in conducting the same.”
This amendment to the ordinance shall be effective upon publication as required by law.

RECREATION COMMISSION ORDINANCE amendment
Section 2 of the ordinance dated April 13, 1971 creating a Recreation Commission for the Town is amended by deleting the following wording “…and none of whom shall hold any salaried municipal office.”
Section 2 of the ordinance dated April 13, 1971 creating a Recreation Commission for the Town is amended by adding the following wording: The Recreation Coordinator shall not be a member of the recreation Commission.”
This amendment to the ordinance shall be effective upon publication as required by law.
