DISCONTINUED TOWN ROADS
Sec. 21-01 Daniel Beach. That part of the old highway leading from Daniel Beach’s west to Cornwall, lying west of the new Milton Road be discontinued. (See Sec. 021-24)

Sec. 21-02 Charles Humphries. To discontinue the road from Charles Humphries north to Norfolk line. (10-7-1833)
Sec 21-03 Andrew Palmer. That the highway commencing near the house where Andrew Palmer now lives running south and east to the East Street Road be discontinued upon condition that the adjoining proprietors give to the Town a writing to the acceptance of the Selectmen of the Town for the time being to again open the road if it shall be wanted for a public highway and that it be discontinued so far as the adjoining proprietors shall so agree. Sec. 21-04 North to Hinman Road. To discontinue the road from the Mark Hopkins house (so called) north to the Hinman Road. (10-4-1841)
Sec. 21-05 Dog Pond Road. To discontinue the highway commencing near the stone bridge at the south end of Dog Pond thence northwardly and westwardly to the Canada Road near the small house formerly owned by Moses Cook, dec’d. (10-3-1842)
Sec. 21-06 To Torrington Line. To discontinue the old highway from the east line of the land now occupied by Martha Gibbs to Torrington Line. (See Sec. 21-9) (10-5-1846)
Sec. 21-07 Old Norfolk Road. To discontinue the road commencing on the old Norfolk Road and running easterly about sixty-three rods. (10-2-1848)
Sec. 21-08 Kimberly Road. To discontinue the road commencing east of Lewis M. Norton’s and running easterly from thence to Torrington line. (See Sec. 20-06) (3-6-1850)
Sec. 21-09 Street to Gibbs Place. That the adjoining proprietors have liberty to enclose a part or the whole of the public highway running easterly and southerly to Torrington line from the house of Lamont Street past the Gibbs Place but not to discontinue the same; provided that all the said proprietors agree to such act of enclosure. Sec. 21-10 West Mountain Road to Beach Hill. To discontinue the highway leading from the West Mountain Road to the Beach Hill Road north of Henry A. Lucas dwelling house.

Sec. 21-11 Daniel Bentley. To discontinue the Old Highway running north and south past the house of Daniel Bentley. (10-1-1855)
Sec. 21-12 East Street to Whist Pond Road. That the road commencing at the house of Robert Palmer, thence easterly and southerly to the intersection of the road running past the house of Sherman Kimberly be and is hereby discontinued agreeable to the request of said Palmer provided that if said road is ever needed for a public highway it shall be opened by the adjoining proprietors without expense to the Town and also provided that said Palmer relinquish all claims which he has or may have, against the Town for repairs on said road per contract. Sec. 21-13 East Mountain Road to “Gaylord Lot”. That the adjoining proprietors be permitted to fence up the north end of the East Mountain Road (so called) and south at the north end of David Lucas’ “Gaylord Lot” (so called); the proprietors to put in a pair of bars or a gate at each end. Sec. 21-14 East Mountain Road. That the road known as East Mountain Road be and the same is hereby discontinued north of the north line of David Lucas’ “Gaylord Lot” north to the intersection of the road running from Theron D. Luddington’s to Leonard Carr’s; provided if such road should ever be needed for a public highway it shall be opened by the adjoining proprietors without any expense to the Town. Sec. 21-15 Stephen Hurd to East Street. That the highway leading from the house of Stephen Hurd southwesterly to the intersection of the East Street Road be discontinued. (10-2-1871)
Sec. 21-16 Hiram Griswold to Town Hill Road. That the highway running westerly from the house lately occupied by Hiram Griswold, dec’d, to the Town Hill Road (so called) be discontinued. (5-25-1872)
Sec. 21-17 Meagertown Road. That the road known as the “Meagertown Road” be discontinued commencing a few rods east of the Union School House, running nearly north to Norfolk town line. (11-22-1875)
Sec. 21-18 Pines Road. That the road known as the “Pines Road” be discontinued commencing a few rods southeast of J. B. Thompson’s house running west to the end of said road.

Sec. 21-19 Pond Hill Road. That the road known as the “Pond Hill Road” be discontinued commencing opposite the east line of the garden now owned by Mrs. Eliza Gaylord, east of her house thence east and north to the intersection of road running from East Street to Torrington town line. (11-22-1875)
Sec. 21-20 Roberts Place to Chipman. That the road running by the house of J. I. and H. P. Merwin be discontinued, beginning a few rods south of the place owned by J. H. O’Cain known as the “Roberts Place”, running west past the house of J. I. and H. P. Merwin thence southwest to intersection of road near Lewis Chipman’s. (see Sec. 20-8) (11-22-1875)
Sec. 21-21 Merwin to Cornwall Town Line. To discontinue another branch of the last mentioned highway commencing near the house of J. I. and H. P. Merwin, running northwest to Cornwall Town Line near the house of Mark A. Hurlbut. (see Sec. 20-8;21-20) (11-22-1875)
Sec. 21-22 Road of Lloyd Humphrey. To discontinue the highway known as a private road of Lloyd Humphrey, commencing at the Hall Meadow Road south of the house of T. P. Clark, running easterly intersecting road from T. P.Clark’s to Lloyd Humphrey place. (11-2-1880)
Sec. 21-23 Edward Welch to A. Palmer’s Barn. To discontinue the highway commencing at East Street Road, so called, near the house of Edward Welch and running in an easterly direction to road running north and south near barn belonging to Est. Andrew Palmer, dec’d.

Sec. 21-24 Daniel Beach to Seelye Place. To discontinue that portion of the public highway of said Town commencing at a point three rods west of west line of house owned by John Rose of Goshen and known as the “Daniel Beach Place”, thence westerly to a point two rods east of east line of house owned by Jerome Bennett and known as the “Seelye Place”. Sec. 21-25 Charles Kelly to Hart Hollow Road. To discontinue the public highway commencing at East Street, so called, near the house of Charles Kelly and running easterly connecting with the Hart Hollow Road, so much of said highway as is east of the west line of the Miles Apley farm. (10-7-1889)
Sec. 21-26 Ann Hallock and Downs Place. To discontinue that portion of the highway leading from the East Street Road near the house of Ann Hallock, easterly and southerly to a point to which the road has previously been discontinued and also easterly to the “Downs Place”, so called. (10-6-1890)
Sec. 21-27 Way Corner to Nichols Place. To discontinue that portion of highway in southwestern Goshen lying between the Way Corner, so called, westward to the corner north of the Nichols Place, so called. (10-1-1894)
Sec. 21-28 To discontinue the present highway from the point of beginning of the proposed highway at its intersections of both branches with said Goshen and Canaan Highway, compromising in all about 3/4 of a mile. (see Sec. 20-11) (10-19-1898)
Sec. 21-29 Daniel Doyle and Gardner Farm. To discontinue the road between Daniel Doyle’s and the Gardner Farm, turning up the hill to the west. (10-5-1903)
Sec. 21-30 Eckhardt-Ludington Road. Road leading from the residence of Clarence W. Eckhardt and occupied by Mr. McKesson westerly a distance of 1/8 mile, more or less, to the late residence of Theron S. Ludington, now owned by the Torrington Water Company. (10-7-1912)
Sec. 21-31 Vaill-Decker Road. To discontinue road leading from late residence of E. W. Vaill and now owned by the Torrington Water Co. in a westerly direction to a point about 2 rods easterly from Mrs. James Decker’s barn. (10-2-1916)
Sec. 21-32 West Side Road. To discontinue the road from the Cornwall Town Line to a point a few rods northerly of the residence of Henry E. Cass, being the southerly line of land of Harrison H. Ives, formerly owned by Samuel K. Coe and being part of the highway known as the “West Side Road”. (3-7-1921)
Sec. 21-33 Brooks Road. To discontinue that portion of road leading from the Litchfield Town line and passing the residence of John N. Brooks, northerly to intersection of road leading from Litchfield and Canaan Turnpike to the residence of W. H. Harrison. (10-3-1921)
Sec. 21-34 Davidson Road. To discontinue the road leading from the Goshen and Cornwall Turnpike to the road that passes the residence of Mrs. W. K. Major, being the road known as the road running by the ‘Davidson Place’ so called. (10-3-1921)
Sec. 21-35 Clark to Beecher Road. To discontinue the road leading from the Hall Meadow Road near the residence of Henry Clark to the road leading to the residence of Burr S. Beecher. (10-2-1922)
Sec. 21-36 Baldwin Place to Harlow Corners. To discontinue that portion of road from the Elisha Baldwin place to the “Harlow Corners”, so called. (10-6-1930)
Sec. 21-37 Crossroad between East Street North and North Goshen Road. To discontinue road leading from the Goshen-Norfolk Road northwesterly by the old John Green Place to the road leading from the old North Goshen Church to Cornwall Hollow. (10-6-1930)
Sec. 21-38 Lucas Hill Road. That portion of Lucas Hill Road from the north line of Mr. Carroll’s property to the north end of the present Town road be discontinued, provided the rights of way to and from property now owned by K. K. Kimberly, John N. Brooks, and Estate of Julia Decker shall be and remain as they now exist. (3-13-1937)
Sec. 21-39 East Street to Hannah Hart. To discontinue and legally close road leading from East Street to the place formerly known as the Hannah Hart Place. (10-2-1944)

Sec. 21-41 Rock House Road. To discontinue that portion of public highway known as Rock House Road which runs westerly from old Conn. Route #72 to new Conn. Route #272, and to give a Quit Claim Deed to the State of Connecticut conveying any interest of the Town in said discontinued highway. (1-31-1966)
Sec. 21-42 Marshepaug Road. To discontinue the public highway known as Marshepaug Road, running easterly from Milton Road to the intersection of Ives Road and Crossman Road.

To discontinue Vaill-Decker Road from a point about two rods easterly from Mrs. James Decker’s barn, as set forth in an ordinance discontinuing a portion of Vaill-Decker Road dated October 2, 1916, to the intersection of Route 4 and Lucas Hill Road a/k/a Beech Hill Road. DISCONTINUED TOWN ROADS
Sec. 21-46 Ordinance Discontinuing a Portion of Hinsdale Road A/K/A Hart Hollow Road
BE IT ORDAINED by the legal voters of the Town of Goshen in meeting assembled:
RESOLVED:
1. That portion of the old highway known as Hinsdale Road a/k/a Hart Hollow Road (“Hart Hollow Road”) located easterly of Goshen East Street a/k/a East Street North (“East Street North”) which begins at the intersection of Hart Hollow Road with East Street North, which intersection is located six-tenths of a mile, more or less, southerly of the intersection of East Street North with North Goshen Road, which road leads to Cornwall, said intersection of Hart Hollow Road with East Street North also being located 125’ more or less, south of a bridge on East Street North crossing the brook that runs from North Goshen Pond a/k/a North Pond
to Reuben Hart Reservoir, runs in a generally southeasterly direction from East Street North and ends at the intersection with the old highway known as Rockhouse Road, which intersection is known as Stannard Corner, is hereby discontinued. It is the intent of the legislative body of the Town of Goshen to forever discontinue Hart Hollow Road from East Street North to the point where said highway was previously discontinued by an ordinance adopted on October 2, 1944 and entitled Stannard Corner to Torrington line.
Reserving, however, from the operation of this discontinuance the perpetual right and easement for residents of the Town of Goshen, and their accompanied guests, to use the discontinued portion of Hart Hollow Road described above as a hiking trail with access by foot, snowshoes and cross-country skis only, subject to such reasonable rules and regulations as the Goshen Board of Selectmen and the Torrington Water Company shall agree upon from time to time.
2. This ordinance shall become effective fifteen days after its publication in a newspaper having circulation in the Town of Goshen.
